advance from the Trade Loan in the name of the Colonial Secretary and accordingly on 1st January last I issued

the following order to the Colonial Treasurer.

"Honourable Colonial Treasurer,

You are hereby instructed to pay to the "Colonial Secretary's official account a sum of $40,000 "(forty thousand dollars) from funds at credit of the "Trade Loan. The money is required for a public purpose "and the Colonial Secretary will account direct to myself "regarding its use and repayment.

"1st January, 1926.

This sum was paid over to Sir Shouson Chow and Dr. R.H. Kotevall on a receipt of which I enclose a copy and the money was refunded to the Tung Wah Hospital Funds.

The interest due on April 1st was paid by the parties interested but no repayment of the capital sum has been made nor has the interest due on July 1st ($797/81) been paid. The financial depression in the Colony due to the boycott is such that I am convinced the parties concerned are finding it a matter of the greatest difficulty to raise even the interest and the recovery of the capital seems out of the question at present. The two Members of the Legislative Council though nominally responsible to Goverment were I believe only intermediaries in the affair. To press them personally for repayment

would seriously embarrass then financially and would be most impolitic. I doubt whether they are capable of finding so much ready money at the moment.
